The use of force to resolve disputes is not acceptable, Borrell says at UNSC meeting on Nagorno-Karabakh
Josep Borrell , High Representative of the EU for Foreign Affairs and Security Policy delivered speech at the UN Security Council special meeting on Nagorno-Karabakh. In particular he said:
Azerbaijan bears the responsibility to ensure full respect for the rights & security of Karabakh Armenians. The use of force to resolve disputes is not acceptable. We note the announcements of a ceasefire and expect the cessation of hostilities to hold. Local population urgently needs humanitarian assistance & guarantees that their rights and security will be respected. We ask Azerbaijan to ensure unimpeded humanitarian access. Humanitarian actors must be able to operate. European Commission will provide €500.000 humanitarian aid.
We also ask to engage in a comprehensive & transparent dialogue with Karabakh Armenians to ensure their rights and security. The EU fully supports the sovereignty & territorial integrity of Azerbaijan and Armenia and expects all actors to do the same. The EU remains committed to continue facilitating dialogue between all sides in order to ensure a comprehensive, sustainable peace for the benefit of all the people of the region.
